Become root rights, open the folder usr/share/pixmaps. Make a copy of cpu-freq folder. Then replace the folder with the new one. Now you can set the applet in your panel. Maybe you have to restart the session. This is part of my new icon Set for Ubuntu 9.10. More icon will come...
